Obama team looked in to the possibility of giving each American household a debit card
From NY Times yesterday, on options for stimulus the Obama team considered before discarding: "They looked into the possibility of sending debit cards to all 150 million American households, but decided it was not yet logistically feasible."

Why just tie it to the National ID card. Hurricane coming? Send everyone 2k. Needs some votes? Stimulus cash them $500. Give everyone a line of credit too!
