Good grief! I sincerely hope a professional artist didn't do this. I go to GA to get my work done, it's less than a half hour drive and SC laws and zoning ordinances are so up in the air it's just easier, and in ALL the shops I've gone to, there are signs along the lines of "It is illegal for people under 18 years of age to get ink. Don't even ask." You have to show ID, and they keep a copy on record, a copy of the signed consent forms, as well as a copy of the work they did. Her not knowing is BS if she went to a legit shop. She likely got a home job. Damn skippy she should be arrested. The kid needs to be tested for infectious diseases as well.

That Mother didn't know what to do when her son came asking for a tattoo? Wow.
