			<description>My teen child was Rape Kit tested in Texas in December 2009.  They continue to threaten to turn me over to collections for a cost I never authorized. Hipaa remember? --she's a minor, they can't tell me what the cost is about, but I've learned it's for a rape kit. and only for that--no other injuries or issues to my child, just the rape kit.  I never authorized any charges.
 
But what's truly amazing is that they are asking for over $3500 for this supposed rape kit.  No results have ever come from it.  Not sure if the data ever went anywhere.  
Ladies, do not report rape to the &quot;authorities&quot;, they are revenue makers, buy a weapon, don't bother with law enforcement.  Apparently law enforcement is secondary, this is about hospitals' and industry making money. This is a rotten State we live in. 
Now, you know I'm mostly facetious about the 'buy a weapon part'.  Women: you are safer without any weapon statistically.  But this issue infuriates me--how can women be so abused by Texas policy, as my family is now?  As of 2010 we are still battling this nightmare from Texas.  
The issue is CURRENT.   Not some myth or story from the past.  We are currently being threatened by collections for not paying this Texas Extortion. Over $3500.  Think about it--even if you want to make victims pay for their own Rape Kits, most states charge $300-$1200 for the rape kit.   NOT $3500 !

 Ladies, do not report a rape, it's way too expensive.   Find alternative methods of justice when the state of Texas will punish you and not the criminal.  Honestly, what else can a woman read from this policy?  Please, tell me.

			<description>Since a sexual assault is a crime, it should be paid for by the investigating law enforcement agency.  We don't bill insurance companies for traffic accident investigations and we don't bill banks for investigating robbery and both of these institutions have money.  Unfortuantely, many times in the past depending on the jurisdiction victims were billed directly or their insurance companies were billed which can be a deterrent because of the loss of confidentiality especially if the victim is a minor. This legislation will require most states to set up a different payment mechanism, typically through the attorney general's office since police departments will not pay for an exam if no crime has been established. - Joanne</description>

			<description>I think that it is ridiculous to make the states pay for the kits when it is a very serious crime. Yes people are traumatized and afraid that the suspect may come back to harm them, however they should be sent to the hospital for further treatment. They need to file a charge against he/she whom broke the law by sexually abusing the victim. The police need this information to help keep each and everyone of us safe. - Michael</description>
